Teach your dog to sit and wait at the door until invited out.

I always ask my dogs to sit politely and I wait until they are in a calm state of mind BEFORE I invite them in the house, or out of the house. A panting, wiggling, yipping, vibrating, jumping around dog is NOT in a calm state of mind. Wait until you get there in the mind before you move forward.
